Benchmarking

PT - Nestes relatórios são apresentadas análises de benchmarking com outros países europeus relativamente a um conjunto alargado de indicadores relacionados com a infraestrutura ferroviária e com o transporte de passageiros e mercadorias. Os dados utilizados para efeitos de benchmarking são os dos relatórios anuais de monitorização do mercado realizados pelo IRG-Rail (Independent Regulators' Group - Rail), sendo o último publicado o "11th Annual Market Monitoring Report", que se reporta ao ano de 2021.

O IRG-Rail é um grupo composto pelas autoridades reguladoras do mercado ferroviário de 30 países europeus. Tem como principal objetivo facilitar a criação de um mercado único ferroviário na Europa assente nos vetores da competitividade, eficiência e sustentabilidade. Este organismo permite a cooperação e a partilha de conhecimento e de boas práticas entre os seus membros. O seu enfoque incide, principalmente, sobre 4 áreas de trabalho: (i) o acesso à utilização da infraestrutura, (ii) o sistema de taxação de utilização da infraestrutura, (iii) propostas legislativas em desenvolvimento e (iv) o acompanhamento e monitorização do mercado ferroviário. Durante o ano de 2019, a AMT assumiu a presidência do IRG-Rail, depois de ter assumido a vice-presidência em 2018.

Nos relatórios os dados, não obstante provirem todos do IRG-Rail, são apresentados de duas formas distintas: uma em comparação com os países do IRG-Rail e outra em comparação com os países da União Europeia. Ainda assim, os filtros permitem que sejam apresentados outros grupos de países, ou apenas um, se assim se pretender. Nem todos os países reportaram todos os dados pelo que existem algumas lacunas na informação.

No “card” superior do relatório são apresentadas (para o indicador selecionado): (i) o rácio entre o valor nacional e o do país apresentando o valor mais elevado, (ii) a média europeia e (iii) o rácio o valor nacional e a média europeia.

The underlying data is provided by the annual market monitoring reports carried out by IRG-Rail (Independent Regulators' Group - Rail), the latest published being the "11th Annual Market Monitoring Report", reported for the year 2021.

IRG-Rail is a group composed of the national rail market regulatory authorities of 30 European countries. The overall aim of the group is to facilitate the creation of a single, competitive, efficient and sustainable internal European railway market. It allows for cooperation and sharing of knowledge and best practices among its members. Its focus is primarily on four work areas: (i) access to railway infrastructure, (ii) infrastructure usage charges, (iii) development of legislative proposals, and (iv) rail market supervision and monitorization. During year 2019, AMT assumed the presidency of IRG-Rail, after having assumed its vice-presidency in 2018.

In the dashboards, the countries are organized into 2 main groups: the IRG-Rail countries and the European Union countries. The filters, however, allow to freely select the countries to be displayed/considered. On the other hand, some countries have not reported all the required data, which means there are some missing values.

In the upper "card" of the report, 3 benchmarking metrics are presented (for the selected indicator): (i) the ratio between the national value and that of the country exhibiting the highest value, (ii) the European average, and (iii) the ratio between the national value and the European average.
